菅谷 実

略歴

慶應義塾大学商学部卒業（1972）、国際基督教大学大学院行政学研究科修士課程修了（1979）、ミシガン州立大学大学院テレコミュニケーション専攻M.A.取得（1982）、国際基督教大学大学院行政学研究科博士課程修了(学術博士)（1988）、財団法人電気通信政策総合研究所研究員、白鷗大学助教授，ハーバード大学客員研究員、慶應義塾大学助教授などを経て1996年から2015年3月まで慶應義塾大学メディアコミュニケーション研究所教授(同大学大学院政策・メディア研究科委員兼務)。2015年4月から2020年3月まで、白鴎大学経営学部客員教授。専門は、メディア産業論および政策論、特にメディア融合、映像コンテンツ、ユニバーサル・サービス、地域メディアをテーマにした研究に取り組んでいる。

SUGAYA, Minoru

Dr. SUGAYA is an Emeritus Professor at Keio University, Tokyo, Japan.　He was an associate professor and professor at Keio between 1991 and 2015, and then a visiting professor at Hakuoh University, Oyama, Japan, between 2015 and 2020.

B. A. at Keio University, M.A. at International Christian University, M.A. at Michigan State University, and Ph. D. at International Christian University in 1988. He was visiting researcher at the Kennedy School at Harvard University in 1991 and at Michigan State University in 1992. In 1998, he was in the department of communication at the University of Hawaii as a Fulbright senior researcher.

He has published and edited a number of books including Pacific Island Regional and International Cooperation: ICT Policy and Development (2013 in Japanese and 2015 in English), The Transformation of Telecommunication Regulatory Structure in Japan, Keio Communications Review (2009), Video Content Industry and Film Policy (2009 in Japanese), Digital Content in the age of Transnational (2007 in Japanese), the Media Content Distribution in the East Asia (2005 in Japanese and Korean), Economics of Broadcasting Media (2000 in Japanese and Korean), and Media Industry Policy in the United States(1997 in Japanese).

He has served as several government committee member and chairperson in the area of universal service, cable television, and media convergence policies. In 2006, Former Minister of Ministry of Internal Affairs and Communications, Mr. Takenaka, designated him as a member of his study group on the future of telecommunication and broadcasting. He is also former President of the Japan Association of Information and Communication Research.
