March 1, 2021 Public Act 21-1 HB 6514 Passed under Emergency Certification An Act Concerning Incentives For Qualified Data Centers To Locate In The State.
Requires owners and developers of qualified data centers, before beginning the capital project, to enter into host municipality fee agreements with the municipalities in which the data center will be located.
Authorizes the Department of Economic and Community Development (DECD) to enter into agreements to provide tax incentives to “qualified data centers” that locate within the state and make a specified minimum investment.
Provides for sales and use, property tax and financial transactions tax exemptions for certain goods and services purchased or used by the data center.
Allows the Department of Economic Community Development (DECD) to enter into incentive agreements with qualified data centers for 20-30-year terms depending on size and location of the data center. To be eligible for the 20-year term, data centers must make a qualified investment in the site of $50 million if the site is in an opportunity zone or $200 million if it is not. For a 30-year term, the investment must be $200 million in an opportunity zone and $400 million elsewhere.

Waterford ― The Board of Selectmen and Representative Town Meeting will conduct a joint meeting at 6 p.m. Wednesday [Feb 22] at Town Hall to receive information from NE Edge, LLC regarding their proposal to site two data centers on property on Rope Ferry Road owned by Dominion Energy, LLC. The public is invited to attend to comment on or ask questions about the project. NE Edge, LLC has proposed a Host Municipality Fee Agreement to Waterford which will be considered and potentially acted upon by both selectmen and the RTM.

July 28, 2023, Dominion submitted Petition # 1586 to the CT Siting Council [and copy to ToW], seeking a declaratory ruling from the Council that neither a new Cert of Enviro Compatibility and Public Need nor a modification to its existing Certificate is required to revise the boundaries of Millstone Power Station. The Council is responsible for balancing the need for adequate and reliable public utility services at the lowest reasonable cost to consumers with the need to protect the environment and ecology of the state. The Council generally has jurisdiction over the siting of electric transmission lines and electric substations with a design capacity of 69-kilovolts or more, electric generating and storage facilities, telecommunications facilities and hazardous waste facilities.
