You may recall that in 2014 and 2015 we held a consultation event, had ideas forms and an online system (Commonplace) that asked your views on what you thought were the main issues facing the area.

We got over 60 replies and since then we have been investigating the issues you helped identify alongside the development of the Core Strategy for Northumberland.

The Longhorsley Neighbourhood Plan is going to be your plan for your parish.

It is a new type of plan prepared under the Localism Act where the local community is in ‘the driving seat’.

A steering group from Longhorsley Parish Council is preparing the plan but an essential part of the process is that you, as local residents, are fully engaged.

Some of your issues are matters the Neighbourhood Plan cannot influence directly such as village maintenance issues, but we have already actioned many of these matters through the Parish Council and can prepare a Community Action Plan that sits alongside the Neighbourhood Plan to complete projects that still need action.

From your responses the Neighbourhood Plan Steering Group has identified the following key issues in the village and the parish that the neighbourhood plan will need to tackle.

Commenting on the Key Issues, Vision and Objectives

Please let us know your views on these three points so that we can start preparing a plan that reflects those views.

Please complete the form below by 31 August 2016.

Next Steps

The Neighbourhood Plan Steering Group will take all your replies and see whether there is a need to amend the key issues, vision and objectives for the plan.

The Group will then take each issue /objective and start looking at what options we might have available in response.

Once we have identified these we will consult you all again in the autumn for your views on these possible options.

This will then give us a very strong basis to go on and prepare a draft neighbourhood plan.

Key Issues

  • How can we ensure future development takes place in a sustainable way in the parish?

  • How can we conserve the heritage of the parish whilst looking to the future?

  • What does our community and local business need to be healthy and vibrant?

  • Can we improve IT communications for our village?

  • In what ways should we respond to the needs of all ages of our community?

  • How can we work towards safer roads and better transport for our parish?

Vision for Longhorsley Neighbourhood Plan

It is important to present a vision for the Parish in order to set the broad context for the Plan in terms of what you as residents wish to achieve.

Looking at what your concerns are the Neighbourhood Plan Steering Group suggest the following vision.

The vision for Longhorsley Parish is to sustain our thriving and active community, whilst protecting the beauty and heritage of our built and natural landscape.

Objectives for the Neighbourhood Plan

It is also important for the Neighbourhood Plan to have clear objectives so that over the life of the plan we can see whether we are making progress in the areas we are trying to tackle.

The objectives will underpin the Plan policies and support the vision for Longhorsley and will contribute towards the delivery of sustainable development in the Parish.

Based on the issues you identified as being important in the life of Longhorsley and the vision for the neighbourhood the Steering Group suggest the following objectives for the plan.

  • To outline levels of housing development across the parish to contribute to local housing needs whilst, protecting the green belt and environmental beauty of our area

  • To conserve or enhance the landscape setting and heritage of the village

  • To support and encourage local business to thrive

  • To support and protect our key community facilities

  • To work with Northumberland County Council to provide safer roads and better transport for the parish
