Constitution Day of India & Doctor Harisingh Gour

History of the Unit - Initially the unit 3 M P Signal Company NCC was raised at Saugor as 13 M P Signal Section NCC, Saugor (M.P.) in January, 1956 and Captain M . L. Bawa was the first Officer Commanding (OC) of the unit. Its raising unit is located at Saugor (M.P.). In January, 1963 the initially raised (13 M P Signal Section NCC) unit was upgraded to Signal Company. It was designated to be 13 M P Signal Company NCC, Saugor and the male cadets (Senior Division) of Doctor Harisingh Gour Vishwavidyalaya, Sagar formed the nucleus of this Company. Subsequently, in June, 1964 the unit was further re-designated as 3 M P Signal Company NCC under the Saugor Group of Madhya Pradesh and Chhattisgarh Directorate of National Cadet Corps (M.P.). Since, in the year 1977 after some readjustments 09 Junior Division (JD) troops were allotted to this company, hence, 3 M P Signal Company NCC now consists of 01 Senior Division (SD) Company along with 09 Junior Division (JD) troops. As per Letter No. Dte/60007/P&C/Conv/32A, dated 31 January, 2004 of Madhya Pradesh and Chhattisgarh NCC Directorate, Bhopal, the designation of 3 M P Signal Company NCC was further changed to 9 M P (Indp) Company NCC, Saugor (M.P.). Further, as per letter No. Dte/60007/P&C/Conv/Corr/32A, dated 16 September, 2004 of Madhya Pradesh and Chhattisgarh NCC Directorate, Bhopal, the designation of 9 M P (Indep) Company NCC, Saugor (M.P.) was again changed to 3 M P Signal Company NCC, Saugor (M.P.) with authorized Strength of Associate NCC Officer (ANO) - 02 and authorized Strength of Cadets - 200.

About the Webinar - 3 M P Signal Company NCC and 7 MP Signal Company Saugor (M.P.) is organizing a one day national webinar on, “Constitution Day of India and Doctor Harisingh Gour” on 23 November, 2020. On November 25, 1949 the Constituent Assembly of India adopted our Constitution. Since 2015, 26th November has been observed as the Constitution Day of India, also known as Samvidhan Divas. The Constitution came into effect two months later, on January 26, 1950 and celebrated as Republic Day of India. The Ministry of Social Justice and Empowerment on 19th November 2015 notified the decision of the Government of India to celebrate the 26th day of November every year as 'Constitution Day' to promote Constitution values among citizens. The government of India formally notified November 26 as Constitution Day. Before this, the day was observed as National Law Day. Ambedkar was also the first Law Minister of India. This is the year that marked the 126th birth anniversary of Babasaheb Bhimrao Ambedkar, the Chairman of the Drafting Committee of the Constitution and 151th birth anniversary of Dr. Harisingh Gour, the member of Constituent Assembly that framed India’s constitution. The ‘Constitution Day’ will be a part of these year-long nationwide celebrations. This will be a tribute to Dr. Ambedkar and Dr. Gour, who played a seminal role in the framing of the Indian Constitution as the Chairman of the Drafting Committee and member of Constituent Assembly respectively. About the Webinar - Amidst the confrontation at the Line of Actual Control (LAC) and India working towards rethinking its China policy, intelligentsia and academia came together to discuss the policy options for India to rethink its ‘One China Policy’ with a focus on Tibet. Dozens of intellectuals will come together at one platform to brainstorm on the same in a talk, “Indo- China Relations: India's Stand, Strategy & Solutions”. The esteemed list of speakers shall be Col R M Joshi, Registrar Dr. Harisingh Gour Vishwavidyalaya Sagar, Col G P Singh, Col Ganpati, The policy was initiated between India and China since December 1949 and April 1950. However, it was only related to Taiwan in the initial period, as the Communist Party won the civil war and the Kuomintang was pushed back to Taiwan. India had an embassy in Chongqing in the Republic of China. We also had Consul Generals in Lhasa, Xinjiang, and other areas. Within two years, the Communist Party won the war and we had to switch over from diplomatic relations with ROC (Republic of China) to PRC (People's Republic of China). With the advent of the PRC, the Communist party started setting up a different kitchen. All the diplomatic missions and relations were abolished and new relations were established. Unfortunately, India was among the first nations to use this world ‘One China’ and recognise China, along with Burma and Pakistan. India simply stated that Taiwan is an inalienable part of China. In about four years, we also had the Panchseel Principle sign and we started to have a nuanced position on Tibet - we began to consider it as China’s part in trade perspective. Every joint statement reiterated that position till the 2010 joint statement. We started deviating a bit from it after staple visas were issued to Kashmiris and Arunachalis. In this webinar the about possible outcomes and suggestion shall be focused on three major policy options. He first argued that it is also a matter of power when we talk about reciprocity. We need to learn from North Korea, which is a 50 Billion GDP nation that brought an 18 Trillion+ GDP nation - the USA to Singapore, largely on its own terms. We should start seeking reciprocity from China based on the deliverance of recognizing the One India Policy. Secondly, in this conjunction with the Tibetans, Taiwanese, Uighur, and others, we also need to coordinate activities. Third, many countries have signed One China Policy - around 200 odd countries except for 15 or so… However, none of these got a reciprocal arrangement from China. India has to seek reciprocity with China as well as work together with all those countries. Recently China policy highlighted that China said it is time to rephrase the One China Policy”, highlighting the importance of practicality, that look at the way Chinese have done to annex neighboring areas. It is not easy to roll back. Even in the current context, are we going to allow them to run away from what they have done in the South China sea? They have thrown away all the international norms. Are we legitimizing everything that China has annexed? India needs to have a new One Tibet policy, a new Taiwan policy, a new Xinjiang policy, and even a New Mongolia policy.

Another issue between India and China is putting forward two major points. that the first issue is the serial blunders that we did in recognizing Tibet as a part of China. Second is the internal point of view regarding Tibet. What you will see in Tibet is the kind of an air of error everywhere. You can see people with machine guns and security scanning everywhere by the communist country - who are very good at wiping out the native culture. What is amazing about Tibet is that despite all the brutality, it has continued to preserve its culture, unlike other Central Asian countries. The esteemed guest shall discuss the strategic importance of Tibet, that as we move from a ground centric combat paradigm to an air centric warfare paradigm, Tibet becomes a huge liability for us. These are interception points. We have to adjust a whole set of things. Fighting Tibet on the ground is a nightmare, and fighting in the air is a dream. In the globalized era and global alliances fighting against China. that there is an entire alliance of people fighting to get freedom from China including East Turkestan, Mongolia, Hong Kong, Tibet, Manchuria, etc. this is a growing movement. Three years ago, we had a conference in Dharamshala where Dolkun Isa - Uighur leader was denied a visa in India. What kind of diplomacy is this? If you are willing, freedom will happen. Freedom firstly needs to happen here. “India can be free and India must be free”. He also quoted Rabindranath Tagore’s quote - “Where the mind is without fear… into that heaven of freedom..” For Tibetan people, freedom is always a matter of political decision and that will happen at some point of time, inevitably.
