W. Scott Lincoln, GISP

Senior Hydrologist | Cartographer | Environmental Scientist

Chicago, IL

Background

I completed my graduate work during summer 2009, receiving an M.S. in Environmental Science and a graduate GIS Certificate. Topics included small-scale hydrologic modeling and spatial analysis of radar-derived rainfall estimates.

Summer 2010 I started my career with the National Weather Service at the Lower Mississippi River Forecast Center, eventually becoming a Senior Hydrologist. I was the office's flash flood focal point, GIS co-focal point, and web co-focal point. Duties included analyzing rainfall and river stage data and making river stage forecasts. I did substantial mapping and spatial analysis work which contributed to me becoming a Certified GIS Professional (GISP) in 2016. In 2018, I graduated from the intensive, 9-month Leadership Northshore program. During summer of 2018, I was selected to be the hydrology program leader for the National Weather Service Forecast Office in Chicago, IL.

Most recently, my research and development has covered the areas of flash flooding, gridded spatial analysis & modeling, inundation mapping, past weather and flood event research, as well as general computer programming. Because of my educational background in environmental science, I also have interest in staying current with other science topics including climate and sustainability. I currently serve on the American Meteorological Society Committee on Hydrology and the  National Flood Inundation Mapping Advisory Team.

Outside of my professional work I have been involved in community service and related philanthropy. Also, as part of my work toward being a Leadership Northshore graduate, I helped create Northshore Game Night for Charity to raise awareness for non-profits in the northern suburbs of New Orleans. I currently serve on the board of directors for the Grove Foundation, as treasurer, and on my local community's transportation commission.
