Constitution


Article 1.       Name of the Association

 

1)      The Association shall be called Peshawar Universities Campus Librarians Association (PUCLA)

2)      The Association shall include the following libraries:

i.         Libraries of University of Peshawar, Peshawar University Campus

ii.      Libraries of Khyber Pakhtunkhwa Engineering and Technology, Peshawar University Campus

iii.       Libraries of Khyber Pakhtunkhwa Agriculture University, Peshawar University Campus

iv.       Libraries / Library of Islamia College University, Peshawar University Campus

v.        Libraries of All Centers of Excellence located on Peshawar University Campus

vi.       Libraries of Khyber Medical and Dental College located on Peshawar University Campus

vii.      Library of Pakistan Forest Institute, Peshawar University Campus

viii.     Libraries of all Constituent Schools and Colleges, Peshawar University Campus

ix.       Library of IRNUM located on Peshawar University Campus

x.        Any other library located within the boundary wall of the Peshawar University Campus

xi.       Any other libraries recommended by General Body for the expansion of Association in future.

 

Article 2.       Nature of the Association

 

This Association shall be non-governmental, non-profiting and non-political Association working for vast welfare and capacity building of the librarians and for the up-lift of the standards of librarianship across Peshawar university campus.

 

Articele3.      Office of the Association

 

The office of the Association will be located within the Peshawar University Campus

 

 Article 4.      Aims & Objectives

 

The Association shall work for:

 

1.            Resolving various professional issues and safeguarding the legitimate rights of the members of Association.

2.            Professional development of Universities Campus librarians through organizing trainings, Workshops, Conferences and Seminars etc on various aspects of the librarianship including the latest Library technologies.

3.            Promoting good fellowship, brotherly relations and mutual understanding among the members of the Association through organizing social and cultural activities.

4.            Cooperating with the local, National and International library organizations in furthering for the cause of Librarianship.

 

Article 5.       Membership of the Association

 

Clause 1.        Eligibility of Membership

 

All the library professionals working within the premises of the Peshawar University Campus who supports the aims and objectives of the Association may take membership. It shall also include a qualified (having professional Degree) person engaged in any library whose substantive post is not of a librarian.

 

Clause 2.        Types  of  Membership

 

1.      Patron :

A person who pay Rs.10,000  in lump sum to the Association and whose attachment with Association is helpful for the promotion of the aims and objectives of the Association shall be invited by the Executive Body to be the Patron. However, the amount may be increased from time to time as deemed necessary.

 

2.      Life Time Members :

 

A person who pays Rs.5000/- in lump sum to the Association shall be granted life time membership of the Association. However, the amount may be increased from time as deemed necessary.

 

3.      Regular Members :

 

A person who have Bachelor or Master degree in Library Science working as Librarian in a Library of the University Campus shall be granted regular membership of the Association on receipt of duly filled and signed prescribed application form and the monthly fee Rs.50/-. However, membership fee may be increased from time to time as deemed necessary.  

 

4.      Associate Members :

 

A person who have Bachelor  or Master degree in  Library Science working in a Library against non Librarian post shall be granted associate membership of the Association on receipt of duly filled and signed prescribed application form and the monthly fee Rs.50/-. However, the membership fee may be increased from time to time.

 

5.      Honorary Members :

 

Honorary membership may be conferred by the Executive Committee of the Association on any person of academic or other distinction for his/her significant service to the cause of libraries and librarianship.

 

The Executive Body has the authority to accept or reject an application for membership. A person whose membership is rejected by the Executive Body can appeal to the General Body whose decision will be considered as final.

 

Clause 3: Rights of Members & Eligibility for Offices

 

1. Life time members and regular members (except associate members and honorary members) have the right to vote in the election.

2.  Life time members and regular members (except associate members and honorary members) shall be eligible for election to various offices.

3.  Associate members and honorary members may attend all functions of the Association but shall not have the right to vote at any meeting or to contest elections for any post. They shall be entitled to participate in all academic and recreational activities.

 

Clause 4: Termination of membership

 

1.      Membership of a member shall be terminated on

      a)         Resignation

b)                                          Death

 

2.      If he/she be absent from the meeting of the Executive Committee for three consecutive times without the prior consent/knowledge of the Executive Committee.

                                               

3.      If he/she has not paid the membership fee for three consecutive months.

 

4.            If the Executive Committee finds, or is apprised, that a member has been indulging in activities prejudicial to the interests of the Association or the Profession, it may ask him/ her to show cause why his membership may not be canceled. If the member concerned fails to submit satisfactory explanation or fails to comply with in the specified time i.e. within a fortnight of the date of issue of the notice, then the Executive Committee shall consider the matter and may suspend his/her membership till the next meeting of the General Body, which shall have full power to exterminate a member by votes of two-third of the members attending.

5.      Any member on his own accord terminate his/her membership by sending resignation to the General Secretary. The executive body may accept his resignation providing all the outstanding dues are cleared to the satisfaction of the body.

 

Clause 5: Restoration of membership

 

  1. The membership may be restored after depositing the outstanding membership fee along with Rs.1000 (One thousand) as fine.
  2. In conduct cases by the member that he/she shall not work against the interest of the Association.

 

 

 

Article7.        The Composition power and Functions of the General Body and

                         Executive Body

 

The Association shall consist of General Body, Executive Body or any other specialized body constituted by the Executive Body.

Clause 1.        General  Body

 

The General Body of the Association shall compose of life time members, regular members, associate members and honorary members.

 

Clause 2. Functions and Powers of the General Body

 

In addition to its functions and powers incidentally mentioned elsewhere in this constitution it shall have the following specific powers:

 

1.                     It shall have power to amend the constitution in a General Body meeting, by the votes of three-fifths of the members present provided that no non-official motion for amendment of the constitution shall be entertained by the General Body unless notice of it along with the text of the motion was given to the council at least two weeks before the date of the meeting of the General Body.

 

2.                     It shall have the power to dissolve the Executive Committee to order fresh elections, and to issue mandates (two-third of the members) to the Executive Committee in this behalf

 

3.           If the Executive committee fails to hold General Elections for the next term in the stipulated period, then the General Body shall, upon requisition made by 50% of the total member of the Association, convene a general meeting for holding General Elections for the next term within 30 days.

 

Clause 3. Executive Body

 

The Executive Body of the Association shall comprise of the following office bearers and members

        

1. President.

2. Vice President.

3. General Secretary.

4. Joint Secretary.

5. Finance Secretary.

6. Press Secretary 

7. Six Executive members.

8. Two co-opted members.

 

Clause 4. Functions and Powers of the Executive Body:

 

The executive committee shall be the supreme executive body .In addition to its functions and powers incidentally mentioned elsewhere in this constitution it shall have the following function and powers:

 

1. Shall administer and mange the affairs of the Association.

2. Shall supervise and control the finances of the Association and sanction expenditures.

3.  Shall approve the Statement of receipts and Expenditure, Budget and other similar statements in the General Body meeting.

4. Shall elect and co-opt members for different committees of the Association as and when deemed necessary.

5.  Shall appoint a financial sub-committee from amongst the members and if found expedient, any member conversant with accounting for the purpose of audit and the annual accounts of the Association.

6. Shall maintain close liaison with the faculty authorities with a view to enhancing social contact and mutual goodwill

 

Clause 5.  Functions and Powers of the Office Bearers:

 

1.            President:

 

i.          Shall preside over all the meetings of the Association and the Executive Committee.

ii.         Shall supervise the general functioning and administration of the Association.

iii.        Shall strive, and guide others to work for achieving the objectives of the Association.

iv.        Shall sanction all the expenditures with the consent of the Executive Committee.

 

2.                         Vice president:

 

i.       Shall perform all the duties of the President in his absence.

ii.      Shall assist the President in the performance of his duties.

 

3.      General Secretary:

 

i.              Shall arrange for the meetings of the Association and the Executive committee, prepare the agenda for the meetings after approval of the President, and circulate it amongst the members.

ii.      Shall record the minutes of such meetings.

ii.            Shall have copies of the minutes prepared for distribution among the members.

iv.     Shall maintain the records of the Association and conduct all correspondence relating to matters under the supervision of the President and the control of the Executive Committee, in all other matters he shall regulate the entire correspondence at his discretion shall issue such notices as may be necessary.

 

4.      Joint Secretary:

 

i.              Shall assist the General Secretary in the performance of his duties

ii.            Shall perform such other duties as may be assigned to him.

 

5.      Finance Secretary:

 

i.       Shall maintain accounts of the Association and collect funds.

ii       Shall place the accounts before the President, the Executive Committee and the Association.

iii.     Shall prepare the statement of accounts and present them for consideration at the General Body Meeting.

iv.     Shall receive all cash contribution against duly signed receipts.

v.      Shall open and maintain an account in the name of the Association in any scheduled bank. Which the President, General Secretary and the Finance Secretary shall operate. No cheque shall be valid for payment unless any two of the earlier mentioned signs it.

        

  6.    Press Secretary:

i.       Responsible for media coverage.

 

 

Clause 6. Resignations

 

1.            Any member of the Executive committee or an Office Bearer may resign his/her office by tendering his/her resignation in writing to the President, which shall be placed before the Executive Committee for acceptance or otherwise.

2.            If the President himself wishes to resign his office, he shall address his resignation in writing to the Executive Committee of the Association through the General Secretary.

3.            The post of any office bearer or member of the Executive Committee shall also fall vacant by death, disqualification or due to default or misconduct.

 

Clause 7. Disqualification

 

An Office Bearer or a member of the Executive Committee shall lose his/her office or membership of the Executive Committee if:

        

1.      He deliberately and without any reasonable cause fails to attend three consecutive meeting of the Executive Committee

2.      He has not paid the membership fee for four consecutive months

3.      The Executive Committee finds, or is apprised, that an office bearer or member of the executive committee has been indulging in activities prejudicial to the interests of the Association or the Profession, it may ask him to show cause why his membership may not be canceled. If the concerned member send explanation or fails to reply with in the specified time i.e. within a fortnight of the date of issue of the notice, then the Executive Committee shall consider the matter, which shall have full power to exterminate a member by votes of two-third of the members attending the General Body Meeting.

 

Clause 8.  Meetings

 

1.      Minimum notice required for calling the meetings shall be:

2.      General Body…………………………………………..  One Week

3.      Executive Committee………………………………… Three Days

4.      Emergency meeting of Executive Committee…………….One Day

5.      The Executive Committee shall convene the ordinary General Body meeting on quarterly basis.

6.      All matters in the General Body Meeting shall be decided by a simple majority vote.

7.      The quorum of the General Body Meeting shall be 50% of the total members.

8.      The Executive Committee may whenever it considers necessary, and shall upon requisition made by one third of the members specifying its object, convene an extraordinary General Body Meeting.

9.      The executive committee shall convene the General body meeting to consider and pass the budget.

 

Clause 9. Term of office

 

Term of Office Bearers of the Executive members shall be one year commencing from January 1st .

 

Article 8. Election/Selection

 

1.         General Election/Selection for the various offices shall be held every year in the General Body Meeting.

2.         The Executive Committee shall call the General Body meeting for conducting General election every year in the month of December.

3.         The election of the candidates for each Office will be held in the General Body Meeting by a secret ballot or through Vote by show of hand, whichever is preferred by the Executive Committee and the Candidates/securing maximum of the votes shall be declared as elected.

4.         The vacancies occurring during the term of office by resignation, death or disqualification shall be filled through by-election within a period of one month.

5.         If the office of the President falls vacant, the Vice President shall become president till the nomination of the other President.

6.         Each member of the Association whose membership is valid at the time of election shall be entitled to cast vote.

7.         The Executive Committee shall frame rules relating to the procedure for the General elections and by-elections.

 

Article 9.       Financial  Management

 

1.      The funds of the Association shall be kept in a scheduled Bank of the University Campus.

2.      The account shall be operated under joint signature of President, General Secretary and Finance Secretary.

3.      Any Subscription, donation or financial assistance etc shall be deposited in the bank within three days of its receipt. 

 

Article 10.     Vote of No Confidence

 

1.         Any member of the Association who for some reason show no confidence on an office bearer or a member of the executive body shall inform the President of  the executive body in writing to this effect giving solid proof of the member attitude, misconduct, misusing powers delegated under the constitution or violating the aims & objectives of  the Association by laws/rules detrimental to the cause of the Association.

 

 

2.      The President/Executive body shall give the said member a chance to clear himself within 15 days of the receipt of no confidence motion and after being satisfied that there are sufficient grounds to proceed against the member concerned, the President shall convene a general body meeting and place the matter in the general body.

 

3.      The General Body shall with 2/3rd majority decide to remove such bearer/member of the executive body or otherwise.

 

 

Article 11.     Amendments of the Constitution

 

No amendments to the constitution shall be made except by a vote of three-fifth of the members present in the General meeting of the Association, and provided a notice for such a change has been given to the members along with the agenda for the said meeting.

 

 

Article 12.     Dissolution of the Association

The Association shall be dissolved in accordance with section 11 & 12. Under Article 17(1) of the constitution of Islamic republic of Pakistan, 1973.
