The Phelps County Area Community Organizations Active in Disaster (PCACOAD) 
serves the needs of Phelps County in South Central Nebraska.

Our Mission:

The Phelps County Area COAD is a humanitarian association of independent, voluntary, and community organizations who may be active in all phases of disaster. Our mission is to provide efficient, cooperative, streamlined service to people affected by disaster, while eliminating unnecessary duplication of effort within the four phases of disaster: preparation, response, recovery, and mitigation. 

Our Guiding Principles:                                                                             

COOPERATION: Encourage cooperation among PCACOAD member organization at all levels and in all phases of disaster.
COORDINATION: Coordinate the development of PCACOAD policies and procedures and the implementation of services among PCACOAD member organizations. PCACOAD may also provide links to national and international disaster relief organizations. PCACOAD serves as an advocate and liaison between member agencies and the State of Nebraska.

COMMUNICATION: Exchange and disseminate information among PCACOAD member organizations and the public, as well as local, state and federal agencies.
COLLABORATION: PCACOAD members dedicate themselves to form partnerships to work together to achieve specific goals and to undertake specific projects for disasters.

Our Goals:
  • EDUCATION: Provide training and increase awareness and preparedness for each organization.
  • LEADERSHIP DEVELOPMENT: Give volunteer leaders training and support so as to build and/or assist effective state COAD organization.
  • MITIGATION: Support the efforts of federal, state, and local government agencies and supporting appropriate legislation.
  • OUTREACH: Encourage the formation of and give guidance to state and regional voluntary organizations active in disaster relief.
