Roscoea purpurea
is a perennial herbaceous plant occurring in the Himalayas, particularly Nepal.[1] Most members of the ginger family (Zingiberaceae), to which it belongs, are tropical, but species of Roscoea grow in much colder mountainous regions.[2] It is sometimes grown as an ornamental plant in gardens.[3]  
Roscoea purpurea is a perennial herbaceous plant. Like all members of the genus Roscoea, it dies back each year to a short vertical rhizome, to which are attached the tuberous roots. When growth begins again, "pseudostems" are produced: structures which resemble stems but are actually formed from the tightly wrapped bases (sheaths) of its leaves.[2] R. purpurea can grow to over 50 cm tall, with wide leaves and a stout pseudostem, although the height varies. The leaf sheaths are pale green or may have a dark reddish-purple tinge.[3]
The stem (peduncle) of the flower spike is hidden by the leaf sheaths. The flowers are the largest of any species in the genus. They are usually purple to mauve in colour, although white- and red-flowered forms have been found in Nepal.[3]
Each flower has the typical structure for Roscoea (see the diagrams in that article). There is a tube-shaped outer calyx. Next the three petals (the corolla) form a tube slightly longer than the calyx, terminating in three lobes, an upright hooded central lobe and two slightly smaller side lobes. Inside the petals are structures formed from four sterile stamens (staminodes): two lateral staminodes form what appear to be small upright petals; two central staminodes are partially fused at the base to form a lip or labellum.[2]
Roscoea purpurea is native to the Himalayas, and in particular Nepal.[1] It occus in a range of habitats, both damp and dry. It has been found in alpine grassland, rock faces, terraced walls, clearings and woodland edges; sometimes exposed to the full sun and sometimes in the shade of other herbaceous plants, shrubs and trees.[6] 
R. purpurea like other Roscoea species and cultivars, is often grown in rock gardens. Plants generally require a relatively sunny position with moisture-retaining but well-drained soil. As they do not appear above ground until late spring or even early summer, they escape frost damage in regions where subzero temperatures occur.

This is not R alpina
I was also in doubt whether capitata or purpurea. ... may be right in this being purpurea
Yes it should be R. purpurea, perhaps purple colour is confusing for ....
R. alpina has purple flowers and corolla tube much longer whereas both R. purpurea and R. capitata have mauve or light blue flowers and with shorter corolla tube. R. capitata has numerous flowers in the spike.

this plant was shot somewhere from Mussoorie area
This also looks like R purpurea as per the attachment supplement to flowers of himalaya
But see the flower colour and long corolla tube. It should be R. alpina, if I am not wrong

Roscoea purpurea J.E.Sm. (Zingiberaceae) is a common herb in temperate Uttarakhand.
Here photographed in Kalamuni area where it exists in two distinct forms- one with completely green leaves and other with brownish leaves.
I have also added list of Indian species in eFIbased on Karthikeyan et al. (1989).

As far as I know, only 2 Roscoeas are recorded from Uttarakhand.  It is not R.alpina which is also found in Kashmir and H.P. (I saw it in Deodar forest at Manali in the mid-1980s), so presumably must come within what is known as R.purpurea
'Flora Simlensis' has this species under the name R.procera - both this and R.alpina are known from Shimla.
However, a number of new species of Roscoea have been described from Nepal in recent decades, so one needs to eliminate some of these from consideration - I do not have the details to hand.
