Lycium ruthenicum
... is correct this is Lycium ruthenicum. I have only seen this at that fruiting stage- it has black berries, thick fleshy leaves which are almost cylindrical. Hartmann recorded it from 2500-4270m.  Also found in Baltistan and Baluchistan. Member of SolanaceaeKlimes found it on dry stony slopes with spare vegetation, screes, gravel in river beds. I have seen it on hot slopes (during summer to autumn) approaching Leh from the West.
