Cultivated, garden flowering plants seen at a plant nursery in Muscat on 18th March.
I hope this is Verbascum .. 
Thank you for leading to the id. I did not think of Verbascum earlier.
I hope Verbascum blattaria
It has no distribution in Oman and sp. does not look like matching !
I think white flowered form V. blattaria f. albiflorum is common in cultivation, especially dry places.
Verbascum blattaria L. Leaf pattern does not look like matching ! And flower color as well.
Can we consider Verbascum phoeniceum?
This is a cultivated, garden plant and not native to Oman.
Both can have such white flowers and often cultivated forms, leaves may suggest Verbascum phoeniceum as … pointed out.
