Yes ..., this is more likely to be Verbascum sp. as initially suggested by Aarti Ji..
Verbascum phoeniceum?

On searching, it does look close to Verbascum blattaria var albiflorum 
Verbascum Species for sure. 

Verbascum is alright but rather V. blattaria "White Blush"
