China (Sichuan, Yunnan), Tibet, India, Nepal, Pakistan (Kurram, Chitral, Astor, Swat), Jammu & Kashmir (Hazara, Murree, Kashmir) as per Catalogue of life;

Shrub, or rarely a small tree; branches well divaricate, glabrous and glaucous; twig reddish. Leaves alternate, simple; blades elliptic, oblong-elliptic or oblong-obovate, 2-6 cm x 0.8-2.2 cm, denticulate or sometimes serrulate at margin; stipule not seen. Catkin solitary, axillary, appearing after the leaves. Male catkins slender, compact, yellowish; male flowers sessile, bracteate; glandular; stamens 2; filaments free, 2.5-3.5 mm long. Female catkins much longer than the male catkins, erect, compact; female flowers sessile, bracteate; glandular; carpels 2; lateral, syncarpous, glabrous; ovary superior;  style very short, indistinct; stigmas 2, bilobed. Infructescence subdense to lax; seeds  oblong, ellipsoid, white-silky.

This species of Salix is found both Eastern and Western Himalaya.
Salix denticulata Andersson  
Shrub, or rarely a small tree; branches well divaricate, glabrous and glaucous; twig reddish. Leaves alternate, simple; blades elliptic, oblong-elliptic or oblong-obovate, 2-6 cm x 0.8-2.2 cm, denticulate or sometimes serrulate at margin; stipule not seen. This species is common in temperate and alpines of Uttarakhand. I believe it occurs up to 4000m here, particularly in glacial moraines where it becomes a dwarf shrub (not as dwarf as S.lindleyana) of 2-4 feets between boulders.

It can be some kind of Salix (Willow)
Several species are found in North India esp in H.P.  
This species is Salix denticulata showing the twigs with female catkins. The characters which help to identify the species from the photographs are: Twigs reddish to light brown. Leaves alternate; blades oblong-elliptic or oblong-obovate, obtuse to rounded or occasionally acute at apex, denticulate or sometimes serrulate at margin, broadly cuneate at base, bright green above, pale and glaucous beneath, glabrous on both the surfaces; midrib prominent. Young leaves and petiole purplish to pale green. Female catkins erect to sub-erect, slender, cylindrical, compact and green.

The most distinct character in the photograph that helps to identifying this species is the much elongated non-flowering portion with 3-5 basal leaves of the fruiting catkins. The leaf characters (blades elliptic, oblong-elliptic or oblong-obovate; denticulate or sometimes serrulate at margin; distinct mid-veins and secondary veins on the dorsal surface; secondary veins subopposite to alternate, curved, oblique and mostly 45°) of Salix denticulata are also quite distinct that could be viewed after zooming from the picture.

To me these appear to be close to Salix tetrasperma Roxb.

You may be right. In addition, the altitude of Mussoorie is too low for Salix denticulata which is found at elevations 2400 m upwards. I will check for Salix tetrasperma, which is found below 1800 m elevations.
Yes, it is not S. denticulata!
