You should check under the genus Neanotis
It looks like a Neanotis species to me too.
Anotis quadrilocularis Benth
is there any other synonym for Anotis quadrilocularis (syn. Neanotis quadrilocularis)?  I think it is not earlier reported from Tamil Nadu, so may I ask you the literature in which this plant is described?

ANMAR33/53 Please identify this herb : 9 posts by 5 authors. Attachments (9)
Family: Rubiaceae
Date: September 2014
Place: Charmadi Ghat, Karnataka

Habit: Herb
Habitat: Riparian

Most probably an Oldenlandia sp.
Oldenlandia species in eFloraofindia (with details/ keys from published papers/ regional floras/ FRLHT/ FOI/ Biotik/ efloras/ books etc., where ever available)
It look like the species of Neanotis
I am not sure, please check probability of Neanotis species. Since fruits seem to be 4 locular N. quadrilocularis (Thwaites) W.Lewis?
May be Hedyotis neesiana Arn. (= Oldenlandia nitida (Kurz) Gamble), reported from the collection locality in Flora of Hassan DT; another closely related is Oldenlandia auricularia, where the flowers are shortly pedicellate.
This is what you have for Hedyotis neesiana Arn. Check the calyx and corolla ratio.
Here the corolla tube is significantly longer, and calyx teeth are cuspidate, seggesting characters of Anotis quadrilocularis Thwaites.
The Hedyotis-Oldenlandia-Anotis is my favourite, because I can get away very easily!
Corolla in the attached pictures doesn't look like having 1 to 1.5 mm tube with white flowers!

I agree that O. auricularia and Hedyotis neesiana may not be possible.
What I have for Neanotis quadrilocularis is that style is 3-4 fid which, albeit is blurry, can be made out in the attached photo.
I fail to make out style feature in the attached images. A detail account of N. quadrilocularis can be found in http://www.biology.sc.chula.ac.th/TNH/archives/v14_no2/101-111%20Khanit%20edit3.pdf. Somewhere I read calyx teeth are cuspidate, but now I fail to find that document.
However, the ID was suggested by me partly on reading various docs and partly based on efi thread. If you think it is something else it is quite possible.
