On further scrutiny and as per details and references herein, I feel it may be Spiraea vaccinifolia D.Don only.
I saw the Keys available in Flora of Nepal- Online Flora (as per this Spiraea micrantha and Spiraea bella are very close).
As per these keys and detailed description, it is Spiraea micrantha

I think it is not Astilbe rivularis
It is something else. Pl. check. 

Astilbe flower in spikes, spirea not in spikes. very different plants
