Large terminal branched clusters of white flowers. Flower size 5-7mm. Petals rounded. Leaflets lanceolate Yes .. The leaves don't seem healthy. Was it unusual season/conditions?

On my walk last Sunday, I found this shrub growing next to the water. There were many of these around with their dry seedpods hanging like tassels. I dug up my old pictures from the same area from last summer and are posting them here together. It is likely Sorbaria tomentosa (or perhaps S. sorbifolia). Please advise.
