Is Rosa leschenaultiana found in Nepal ?
It is not listed in Nepal neither the synonym.
However, plant is not matching to Rosa leschenaultiana
according to the links below.
Is it cultivated? 
I guess it is cultivated.
Than may be some cultivar of some cultivated species. 
I guess it is some cultivar sp. as it was in a resort garden!
