a knotweed. is it weedy where you found it or rare?
Common in Bihar on the edges of shallow waterlogged areas. shows more and more as the water recedes. UP should be no exception.

Can you also check the keys in Flora of Pakistan as below, as the details in your posted images are not clear ?:
20 (19)Flowers distinctly pedicellate, exserted from the ochreae. All tepals almost equal in size. 15 P. effusum (Stamens 8)
+Flowers sessile to subpedicellate, mostly sunken among the ochreae, rarely exserted. Outer tepals slightly longer. 16 P. plebejum (Stamen 5)
Are the stamens 5 or 8 ?

Thanks ... My view it is rare. Rocky out crop of Vindhyas in Agra District. And land disturbed by livestocks.
