The description as given in the book "Flowers of Himalaya (Oleg Polunin & Adam Stainton)" tallies well with this plant. Kindly have a re look at the pics for ID...
Yes ..., I was about to suggest that but got fooled with larger looking flowers, perhaps a macro affect.

I think not
To me it appears younger inflorescence of Persicaria wallichii
Perhaps ... can give better conclusion.
As per your comment on another thread (O3) the link by you does give some resemblance to your plant   
but if we look at following illustration for Aconogonon tortuosum var. tibetanum
and following of Polygonum tataricum (considered as synonym of Aconogonon var. tortuosum in eFl of Pakistan)
your plant looks much different.
Perhaps ... can throw light on all three uploads by you (01, 02, 03).

Flowers in this are dark coloured,where as these usually are light coloured or at the most pale pink ? May be due to climatic & edaphic factors.

Aconogonum rumicifolium (Royle ex Bab.) Hara (vernacular name- Bakrolya) is a less frequent perennial herb with tuberous underground rhizomes. These rhizomes are medicinal.
