Interesting plant indeed.
I tried to find the typical petal with a frond observed in Polygalaceae but a more closeup shot would show it clearly.
Polygalaceae contains some 17 genera and 800 species. 
In Maharashtra only 2 genera are reported
Leaves are amplexicaul; Flowers in spikes; stamens 4-5; capsule toothed.......Salomonia
Leaves not as above; flowers in racemes; stamens 8 capsule entire.................Polygala
I can see somewhat amplexicaul leaves here. The spikes are very long as compared to other Polygala species posted on the group so far.
I would like to know the place and other details of the plant ...

This is Salomonia cantoniensis Lour. (Polygalaceae). Long back I had collected this from Upper Siang District, Arunachal Pradesh. 
This is a new plant for me not known from NW Himalaya - another Eastern sub-tropical species recorded from Nepal to Bhutan, India,
Myanamar east to China & Malaysia.  700-1600m in Nepal.
Recorded in 'Flora of Kathmandu Valley' under name used in FBI: Salomonia edentula; collected at Godawari 1830m and Surya vinayak @ 1670 known as Methi ghans according to this source.  They describe flowers as violet or deep pink.
The only other species in this genus in Nepal (indeed anywhere according to 'The Plant List') is S.ciliata recorded from lower elevations in Nepal @ 800-1000m also Sikkim, India, Sri Lanka, Myanamar east to China, Japan, Malaysia and Australia.
Belongs to Polygalaceae (which I was wondering about when I glanced at the images). Polygalas are known as 'Milkworts' in the UK.  The only Polygala I have noticed in the Himalaya is P.arillata which strangely, is an erect shrub, has large pea-like yellow flowers then its capsules turn dark shiny red.
P.sibirica is illustrated in 'Flowers of the Himalaya' - the photo having been taken in Langtang. P.arillata has a line drawing in the main 'Flowers of the Himalaya'; there are photos of both flowers and fruits in the Supplement. I recommend everyone who has a copy of 'Flowers of the Himalaya' should invest in a copy of the Supplement and if purchasing 'Flowers of the Himalaya' for the first time do buy a FULL copy NOT the Concise version, as you miss out on important information.

There are two varieties as per Catalogue of Life
I am unable to get the keys as efloras are not opening at present.
I have checked both species …
Material with the margin of the capsule ± smooth (almost no denticulations) has been separated as Salomonia cantoniensis var. edentula, but as the degree of denticulation in this species is variable and as S. cantoniensis var. edentula is in all other aspects identical to S. cantoniensis, the variety is not here recognized.
