Is it a Narsis var.?

Perhaps Phalaenopsis amabilis

Was it cultivated/ ornamental ?

For orchids, legally they can be sold in the market if they are cultivated (i.e., not collected from wild, but grown in the garden, ideally by seeds or by cuttings). Ornamental means something which has aesthetic value or (in this case) something that can be sold because they look good.
This could be Phalaenopsis amabilis or a hybrid of same.

It was in a restaurant garden, hence, it must be cultivated !
