It is a small
evergreen tree growing to 10 m (33 ft) tall and broad. The leaves are opposite, glossy dark green, 6–17 centimetres (2.4–6.7 in) long and 3–8 centimetres (1.2–3.1 in) broad. The flowers are similar to other privets, white or near white, borne in panicles, and unpleasantly pungent.[2]    (Ref. Wikipedia
The plant is often used as an ornamental tree, sometimes in variegated forms. However it can seed itself and cause a nuisance in some areas. It is classed as a noxious weed in New South Wales, Australia where it was introduced,[1] and is similarly listed in New Zealand's National Pest Plant Accord.
The wood is known as "white wax wood" and was popular in Chinese culture for manufacture of walking sticks and pole weapons.

I have not actually checked to see whether I am in agreement as to the suggested identity of this tree but feel it would be informative to say that Stewart considered this to be a native of China which was frequently planted.  He knew it from Peshawar and a few other places;
Rao recorded it from Srinagar.  Only ever passed through Kulu on buses/coaches so cannot comment much but I have seen many different non-native trees planted around Manali.

Please help ID this garden shrub from Ludhiana. In full bloom these days.
Grows quite large, can make a small tree.
Is it some species of Linociera of Oleaceae?
It does seems like Oleaceae and may be Ligustrum or Olea species

Ligustrum species. Could be even Ligustrum sinense (small privet). Needs verification of the characters.
length of stamens and size of corolla tube seems more like Ligustrum sinense than L. ovalifolium.

unfortunately many trees are commonly named jambu vriksh
the leaves had no aromatic qualities, the fruits were small and had no taste
