Tomentose erect plant with stalked cordate 2.5-4 cm long leaves, lilac or blue flowers in interrupted spikes.

These shots recorded from Chakrata area perhaps also belong to Nepeta hindostana, please suggest..
Not N. hindostana, this looks more like N. leucophylla.

 
This is another species of Nepeta found commonly in Chakrata area..
Can this be Nepeta hindostana ??
This might be Nepeta hindostana only as it is one of the few species of Nepeta found other than HP and Kashmir.
I think close to images at Nepeta ciliaris Benth. (syn: Nepeta leucophylla Benth.)

As per The Plant List & WCSP, Nepeta gracilis Salisb. is a synonym of Nepeta annua Pall.
Your plant appears different from the illustration of Nepeta annua Pall. at
Pl. check with images at Nepeta ciliaris Benth.
