Caragana 
It seems to be Caragana gerardiana Benth.​. Spinous undershrub, it is nature's gift, helps in controlling soil erosion and act as a food for animals.It is a drought resistant, cold (frost) resistant. covers several mountain range in the keylong - leh mountains.

To me looks different from both as per illustrations at

My opinion is Caragana versicolor.
