More closer to Euphorbia stenoclada Baill. (Silver Thicket). Euphorbiaceae. An endemic to Madagascar. 
Yes, it looks like Euphorbia stenoclada Baill. commonly called Silver Thicket and native of Madagascar, cultivated in many tropical gardens.
