Annual herb, a common weed of roadsides and wastelands in Kashmir, looks like a small delicate version of E. helioscopia. Not to be be confused with E. peplis, the purple spurge, a prostrate herb with purple stems.

Yes this is Euphorbia peplus L. Here the floral leaves (ray leaves) are not markedly different in size and shape from the cauline leaves.
