Yes, it is Cycas circinalis.
Its not easy to make out from this. Why not Cycas rumphii?

Cycas circinalis is a Syn of Cycas rumphii.
That was my understanding as in FOI.
Please correct me if wrong. 
Cycas rumphii is a distinct species not synonym of Cycas circinalis. I have seen both plants. They look different even in vegetative.
