Thank you ... After looking up on the net I have found that the blue tip is a very delicate flower. I try to go and look everyday for the bud to open but as yet have remained unlucky. I hope to get to see it.
..., am afraid what you are seeing as a bud is a flower which has lost its glory.
Try going to this area earlier, before sun rays fall directly on the flower.

... I had gone to the same area from where I had photographed this plant in the 1st wk of Sep 2011. But the wild plants were cleared out . I searched my old photographs and found 1 photograph with a flower of a similar looking plant photographed from the same area on 12th Sep 2011. Attaching the pics. But the leaves shape looks a little different and also I cannot see lines on the leaves. Also the spathe(please correct me if I am wrong) looks smaller. I fear this plant the pictures which I have attached today is different than the one I posted before and is Idd by experts

please check it for Cyanotis arachnoidea Clarke, is a species grows mostly some what higher altitude.
Comparative study between Cyanotis burmanniana and C cristata shows more affinity towards Cyanotis burmanniana Wight.
Cyanotis cristata for sure ..........earlier I was not aware with C. burmaniana but now I can easily recognize these two species in field easily....And this is C. cristata only.

saw this small plant growing these new set of leaves... never seen anything like this earlier... the stalk just grows from behind and the newer [on the top] leaves start to open.

Looks like Cyanotis concanensis from Commelinaceae family.
This is nothing but a cincinnii of Cyanotis cristata (Commelinaceae). 
These are actually the bracteoles which are arranged in two rows and the lower larger one is the leafy bract.
