I talked to him later; he is a succulent plant lover, and he has quite a number of plants in his home garden. He knows (recognizes) his plants very well. He provided the ID as Melocactus acispinosus. I am sure this must be a popular cactus among hundreds or thousands of many others.
I checked across The Plants List, GBIF and found Melocactus acispinosus Buining & Brederoo as synonym of Melocactus bahiensis infrasp. bahiensis.
