I thought of Premna, Viburnum‎ & Ehretia
But it looks different.
Yes, among the three, Its most likely to be Ehretia.
it is not Premna or Ehretia
Seems to Embelia sp. Primulaceae,
No match with any of Embelia ... ! 
Checking with keys in Flora of Bhutan lead me to Ehretia macrophylla Wall., which on verification with description and the following, confirms its identity:
