Adenocaulon himalaicum Edgew. (Asteraceae).
I am able to identify this plant after a long time due to non familiarity with this species.
It grows in dense forests or along water courses inside forests between 1800-3000m, as a small herb.
Since the images are not very good I have cropped up some areas to show cypsela (fruit) and capitulum.
Photographed near Lata Kopri in Upper Nandakini Valley, Chamoli District, Uttarakhand at about 2600m.
It is not represented in eFI.
