Centaurea iberica (Iberian Starthistle or Iberian Knapweed) is a species of Centaurea. It is native to southeastern Europe and southwestern Asia. It is known elsewhere as an introduced species and a noxious weed.

I am confused here. There is a single image with no information where the photo was taken. It is clearly not an Echinops? Kindly explain further.

I think it should be Centaurea iberica Trevir. ex Spreng. as per images herein.
I could find it out from comparative images in efi at ‎Carduoideae 
Yes, this does appear to match Centaurea iberica- Stewart records it from Baluchistan & many other parts of Pakistan through to Kashmir where it was common @ 300-2000m.
