i think its common name is sweet William
No ... Sweet William doesn't have such campanulate petals as seen in flower around the margins
This should be a garden cultivar of Centaurea, probably the "Imperial" series or "Florence" series. See this for example:

... was near the target. It is Sweet but not William, which is Dianthus barbatus. This one is Sweet Sultan, Centaurea moschata.
It is Sweet William.

This ornamental annual was shot from Kurukshetra University Kurukshetra, I think this is "Sweet Sultan", Centaurea moschata, I wish I should have shot a few more angles... please correct me if I am wrong in identifying..
