Is it Jacobaea raphanifolia but the leaves looked like Senecio graciliflorus...
This species is not reported from Western Himalayas.
It is a species of Senecio for sure. Even a few species now placed under Jacobaea (incl. J. raphanifolia) were formerly placed under Senecio. The above plant from head size and leaves may perhaps be Senecio
jacquemontianus
, but this needs to be confirmed.
... This seems very different from what I thought to be Senecio jacquemontianus.... attaching that file too..
You may be right about your this plant being S. jacquemontianus. Your first plant has to be explored further.

The first plant is closer to S. chrysanthemoides which shows a lot of variation. I have also photographed similar plant from Gulmarg, which I initially (but wrongly) thought S. jacquemontianus, but thanks to.... I have still to fix it, refraining to call it S. chrysanthemoides because heads are about 2.5 cm across, whereas they are scarcely exceeding 1.5 cm in S. chrysanthemoides
The second plant clearly belongs to Ligularia section of former Senecio. I can't count more than 8-10 ligules, so it can't be S. arnicoides (now Cremanthodium arnicoides) which has larger heads (often 6 cm across) and 15-30 ligules. Closest is S. jacquemontianus which has 12-15 ligules. In this genus and other side close up is very important, because involucre bracts number is crucial in species identification.

Leaves are not very clear but from few upper ones, looks like S. nudicaulis. Lateral view of head should help.

Habit: herb about 40 - 50 cm high, flower 20 - 25 mm across (not sure, could be lesser)
The most crucial feature identifying S. raphanifolius is reddish brown pappus. Perhaps a fruiting head would have helped. Also the species is very near to S. chrysanthemoides and also differentiated by 12-16 ray florets as against 8-12 in S. chrysanthemoides. I can count mostly 9-12.

i can count 13 ray florets in one flower
as per flora of Chamoli S chrysanthemoides is tall glabrous herb pappus white
And S raphanifolius is robust glabrous herb pappus red
I thin none of us has taken pics of fruiting head this time.
How can this confusion can be cleared

I don't think so, although open heads should help. I don't see any ray florets.

Looks like Saussurea costus 'Kuth'
Looking at unopened heads to me it looks like Senecio sp of section Ligularia.
Sorry I had no other picture of this plant in flowering stage. Although I have pictures of Ligularia and I will upload them also in seperate thread.
