Yes Ligularia fischeri just that key says flowers drooping but here it doesnt seem so. I assume that is not a key character.

Would be interesting to resolve whether it is Senecio jacquemontianus (now Ligularia jacquemontiana) or Senecio ligularia (now correctly Ligularia fischeri.....I have identified thus in ... post). I could not find differences in literature. Former is reported from Kashmir only, latter from W, Himalayas.
May be due this confusion it is not there in Keshava Murty Book. After many observations i also reached on the conclusion that this is Ligularia fischeri as leaves are longer in S jacquemontianus. Pics of this are there in Flowers of Himalaya (Plate 66) Thanks Sir for throwing light on matter
