Helianthus debilis subsp. cucumerifolius (Torr.& A.Gray) Heiser [=H.cucumerifolius] is a popular ornamental sunflower in Pantnagar. It is blooming nowadays (10.5.13) profusely.

After upload by ..., and looking at keys in eFlora of N. America I have concluded that our Delhi plant is in fact subsp. cucumerifolius having erect habit and very long peduncle.

A sapling, seems to be Helianthus debilis Nuttall subsp. cucumerifolius (Torrey & A. Gray) Heiser, @ Rs.10 on the 30th March.
Last photographed on 20th April.
Passed away on the 26th.
Cause of death : Unknown (possibly a stray cat jumped and crashed over it)
Thanks ... for this further exploration. This plant is very commonly cultivated in Delhi and often runs wild and may be found on garbage dumps or waste places. When I came to Delhi in 1975, some one introduced this plant to me as Viguieria helianthoides, and this went on for many years till a few years back when I identified it as Helianthus debilis. It is good that you mentioned subspecies cucumerifolius, and after seeing key in eflora of N. America, I realised that plant grown in Delhi is actually this one only.

Good morning Sir and thank you very much. Initially it was a tough fight between debilis and tuberosus. Single capitulum and long attenuate apex of phyllary, as described in FoC, helped.
 
A cultivated, garden plant seen in Dubai during my visit in March, 2020.
Pl. check Helianthus debilis subsp. cucumerifolius (Torr. & A.Gray) Heiser as per details herein and as per keys in Flora of China.
I think as per keys flower size is important.
