Very strong aromatic and used for Puja!

Is it Soya or Saunf? 

It is non of both. I mentioned that it is used for Puja and got very strong aroma. Already 7/8 years but no flower yet.

Pl. check 

I tried checking comparative images at Apiaceae
Pl. check Scandix pecten-veneris L. (just a guess due to being a close match)

I am afraid it does not look like with Scandix pecten-veneris L.
Looks more like Artemisia sp.
Kindly look at the stem.
