Kindly validate yes this is Dracaena marginata tricolor Dracena marginata 'Bicolor'. your question was about the leaf crown I take it and its arrangement of the leaves? you wanted to know the terms describing it? the leaves along the stem grow in a spiral arrangement as you look at it from the side, along the up and down length of the stem.. and looking at the crown from top down the arrangement is called whorl ... reminds me of a closely arranged/spaced spokes of an umbrella... though botanist do not call it thus... I hope this leads you into exploring the terms on google and answers your questions.... Found some plants today in the same Euphorbia's garden which I could not id......I have posted those picture on eflora to id and which I could ID from my book Tropical Garden Plants, I have attached with this mail.
