Wording in the draft of the proclamation in the Florida Senate

A resolution celebrating the 30th Anniversary of the Supreme Court of North Carolina’s decision in Nova University v. The Board of Governors of the University of North Carolina and recognizing March 3, 2012, as “Distance Education Day” in Florida.
 
WHEREAS, in 1972, Nova University began offering nonresident curricula designed to lead to the conferral of degrees for professionals, and
WHEREAS, candidates for these degrees were not required to fulfill traditional residence requirements at the Nova University campus in Fort Lauderdale but, rather, met regularly in small groups in the state in which they resided for instruction by professors who were flown in for weekend sessions, and
WHEREAS, successful candidates received their degrees in Florida by virtue of Nova University’s charter under the laws of this state, and
WHEREAS, in 1973, Nova University offered its first nonresident curriculum leading to the Doctor of Education degree for community college faculty in North Carolina, and
WHEREAS, in November 1976, Nova University applied to the Board of Governors of the University of North Carolina for licensure and that application was denied in October 1977, and
WHEREAS, Nova University launched a legal challenge of the decision of the Board of Governors of the University of North Carolina, ultimately prevailing in the Supreme Court of that state, and
WHEREAS, the state high court’s March 3, 1982, ruling in Nova University v. The Board of Governors of the University of North Carolina laid the legal foundation for distance education nationwide, NOW, THEREFORE,
 
Be It Resolved by the Senate of the State of Florida:
 
That the members of the Senate celebrate the 30th Anniversary of the Supreme Court of North Carolina’s decision in Nova University v. The Board of Governors of the University of North Carolina and recognize March 3, 2012, as “Distance Education Day” in Florida.
