Provider Thresholds
Clinical Commissioning Groups (CCGs) ceased to exist and were replaced by Integrated Care Boards (ICBs) on 01 July 2022. This site has been updated to reference ICBs.
NHS England allocates a provider threshold to each non-primary care provider on an annual basis, based on the provider's income. Providers are required to absorb ETCs up to their threshold before additional ETCs are reimbursed.
For the 2022/23 financial year and after discussion with Partners, NHSE has significantly reduced the base ETC contribution threshold from 0.01% to 0.001% of operating budgets, effective from 01 April 2022.
