The acquisition of knowledge for the purpose of one's personal development and one's professional advancement has shifted from its traditional methods to its contemporary methods since the advent of the digital era. This led to the development of e-learning. Therefore, the Human Resource Development Division of the Department of Transportation (DOTr-HRDD) has implemented these cutting-edge strategies via the Learning and Development System (LDS) in order to remain competitive in today's ever-evolving environment and fulfill the Department's mission to deliver strategic and long-term development.

This Learning and Development System (LDS) is crafted as it aims to deliver adept contents to review and catch up on missed topics (reskilling), discover vast opportunities to help upgrade skills to meet the needs of the Department (upgrading), and provide avenues to share one's learnings from this LDS into the world and influence others with new perspectives (innovation of its personnel's skills, attitude, and behavior).
